Meet The Board

LABE is governed by a Board of Directors of seven members. Collectively, the Board’s competencies include expertise in organizational development and governance; strategic planning; and a demonstrable commitment to the pursuit of education and literacy.

Dr. Rosie Agoi is the Chairperson of the Board of Directors. She is the Secretary General at the Uganda National Commission for UNESCO.

Dr. Rosie is a strong advocate for the Girl Child education and a champion for Education for Sustainable Development. She holds a Doctorate in Development Studies, a master’s in arts. A master’s in management studies, a postgraduate diploma in Human Resource Management and a bachelor’s in education. She also serves on the Governing Council for Lira University, Uganda Wildlife Research and Training Centre and University of Kisubi, and she is a member of Rotary International.

John Eremu (Vice Chair of the Board) is a communication specialist with a demonstrated record of achievements.

John is an international award-winning journalist with over 20 years of practical work experience in the media, 10 of which are at middle and senior management levels.

He is currently the Editor of New Vision, where he provides strategic leadership for quality assurance for both print and online content, product innovations, development, and marketing of the company’s flagship brand.

John has excellent resource mobilization skills that have seen him win sponsorships for Vision Group. As such, his current job also entails coordination and management of editorial projects, contracts, and partnerships. He has also designed communication strategies and delivered media campaigns for several organizations.

A Principal Examinations Officer at the Uganda National Examinations Board, she is a highly knowledgeable and seasoned education professional who has enjoyed a powerful career of over 27 years in the field of education.

Martha R. L. Muhwezi brings to LABE over 25 years of experience in the civil society sector, specializing in organizational management, program coordination, and gender mainstreaming.

She leads FAWE Africa, a pan-African NGO working in 33 countries in sub–Saharan Africa to empower girls and women through gender-responsive education.

She is a seasoned development specialist. Her expertise spans various domains including Organization Management, Program Coordination, Gender Mainstreaming, Governance, Strategic Planning, Training, Advocacy, Budgeting, and Monitoring and Evaluation.

She holds a master’s degree in Women Studies and a bachelor’s degree in education from Makerere University, Kampala Uganda. She has recently successfully defended her PhD thesis from the University of Nairobi.

In recognition of her efforts in transforming and demonstrating leadership and advocacy in the advancement of education, Martha was a Top 10 finalist for The Africa Education Medal 2023

Stellah Keihangwe Tumwebaze, is the Executive Director at Literacy and Adult Basic Education since 2008 and serves on the board.

Before being named Executive Director in 2008, Stellah served LABE in different capacities at the organization and grew through ranks. Her expertise in leading non-for-profit organizations has seen LABE expand geographically, programmatic and donor reach. She has managed multi-donor projects funded directly and through intermediaries. Her partnership and negotiation skills enabled LABE to secure 5-year memoranda of understanding with the Ministry of Education and Sports and Ministry of Gender, Labour and Social Development to scale its education innovation country wide.

Stellah is an active member in different working groups in the Ministry of Education and Sports and civil society networks and communities of practice. She earned a master’s degree in management studies, bachelor’s degree in social sciences and post graduate diplomas in project planning and Management, female leadership and Board competence.

Joseph Wadinda is the Manager Group Banking at Pride Microfinance Ltd (MDI). He has worked as a Branch Manager, Relationship Manager, and Relationship Officer in the banking industry.

Joseph has facilitated financial literacy trainings in different parts of Uganda, primarily in the Central, Eastern, and Western regions.

He holds an MBA and a bachelor’s degree in Development Economics.

Grace Alupo is a professional Adult Educator who has lectured in the Department of Adult Community and Lifelong Learning, Kyambogo University for over 10 years. In her tenure at the department, she has participated in the development of new programmes for certificate, diploma and master’s courses.

Grace also consults for the office of the Prime Minister, around Education where she assesses local governments performance all over the country annually. She has been a member of the LABE BOD and sits on the programmes committee. She has also taken part in the monitoring of LABE programmes at district level.

Guzu Beatrice is a disability rights activist with more than twenty-five years of experience working in disability-related activities. She has been involved in various programmes that range from monitoring and evaluation, human rights, advocacy, organizational development, policy development, and capacity building.

Guzu is currently the Executive Director of the Guzu Foundation for Women and Children with Disabilities in West Nile. She is a renowned disability activist and is well-versed in training persons with disabilities and other organizations in gender and disability mainstreaming.

Nairuba Joyce is the Communications Manager of Literacy and Adult Basic Education. She has over 17 years’ experience of communicating with diverse audiences. Joyce has the ability of translating complex ideas into accessible and impactful messages that resonate with diverse audiences.

Joyce is very passionate about connecting people through compelling narratives and engaging content that she always challenges and inspires audiences to pay attention to what matters most for positive change. Nairuba earned a bachelor’s degree in Adult and Community Education from Makerere University and post graduate certificates in project planning and management.
